open new layer as pattern layer and fill with the pattern using Paint Backet tool.

add an adjustment layer and choose gradient, pick your fave gradient. make this layer group with pattern layer. layer setting as dodge.

add new layer as background, pick your fave background color. drag this layer below the pattern layer.
